Job Description:

The Education and Lifelong Learning Directorate provides the strategic, professional and operational support to enable the Council to fulfil its responsibilities for early years education, statutory age education, education in school sixth forms and a youth service.

Job Responsibilities:

  • To support the management of complaints, complex admissions cases and the interface with Fair Access Panel and Hard to Place panel.
  • To support the Appeals & Improvement Officer to prepare Appeals cases for submission to the Independent Appeals panel, in accordance with the Cardiff Admissions Policy and the Welsh Government Admissions Appeals Code.
  • To support the administration of the Cardiff Admissions Policy, to ensure that all admissions applications are processed in an efficient and timely manner in accordance with agreed protocols and processes, in particular In Year admissions.

Job Requirements:

  • To support the administration and quality assurance of admissions processes in accordance with agreed protocols, in particular In Year admissions, as required by the Admissions Manager.
  • To prepare, track and monitor Admissions input to the Fair Access Panel and Hard to Place panels, as required outside the main appeals rounds.
  • To engage with the development, and implementation, of the digitalisation strategy of the appeals process to secure maximum use of current, and emerging, digital technology to enhance customer contact and to secure effective, efficient administration, verification and allocation of education places.
  • To support provision of data and management information, as required, to the Admissions Manager to ensure reports on Appeals are comprehensive and provides information in a timely manner.
  • To support co-ordination of the Appeals process and to maintain close liaison with Legal Services.
  • To prepare Appeals cases for submission to the Independent Appeals panel, in accordance with the Cardiff Admissions Policy and the Welsh Government Admissions Appeals Code.
  • To ensure that supporting documentation for the Appeals panel is prepared in a timely manner and is accurate and reliable.
  • To liaise with the School Organisation, Access and Planning service in relation to providing information for individual appeals.
  • To help to support and train any additional officer capacity secured to help with peaks in the Appeals process.
  • To support the supervision of the Grade 4 Admissions Officer assigned to the Appeals process.
  • To assist in ensuring high quality advice, support and guidance is provided to senior officers, parents/carers and head teachers as required on school admissions appeals.
  • To support the Admissions Manager to deal with complaints and challenging in year admissions cases as required, outside peak Appeals times.
  • To support the Appeals & Improvement Officer to proactively capture, analyse and use lessons learnt from the Appeals rounds to improve admissions processes, customer service and communications strategies.
  • To liaise closely with the Engagement Manager, Inclusion Services and other lead officers (including for example, the Closing the Gap officer responsible for asylum seekers, Looked After Children Co-ordinator) regarding school applications and school places.
  • To provide advice, support and guidance to parents/carers and head teachers as required on school admissions and school transfers.
  • To support the inputting of information and pupil-level data into the Capita system and undertake validation checks, as required, to ensure individual admissions for Cardiff schools are administered in accordance with the agreed Admissions Policy for Cardiff.
