Cornwall Council’s Waste Service provides high profile, statutory waste collection, cleansing and disposal services to the residents and visitors of Cornwall. The services are mainly delivered through large contracts with external providers to a consistently high standard. Now is an exciting time to be a part of our motivated and high performing team, as we embark on the expansion of our chargeable waste collection service, to deliver the objectives of our resources and waste strategy and climate change commitments.

The Role

Reporting to the Waste and Environmental Contracts Team Leader, the postholder will lead a small team in managing and developing the chargeable waste collection services for Cornwall, with a primary focus on commercial waste collections. These services are provided primarily through a high value, public facing contract which provides waste collection and cleansing services across Cornwall.

The Senior Chargeable Waste Officer will manage and develop the Council’s chargeable waste collection services including developing new service offers, expanding the existing services and customer base, along with increasing income generation. The role includes a specific focus on the management and development of the Council’s commercial waste collection service, working with the contractor to deliver the services.

The post holder will play a key role in generating income for the Council through the development of the chargeable waste services, management and delivery of the business and marketing plans and customer service standards.

The Council is preparing for significant change to the design of household waste collections from 2023, this will also impact on commercial waste customers, and the postholder will have a key role in developing the commercial waste collection service ahead of this change.

Contract Term

This is a fixed term role for 18 months. This position may be extended at a later date, dependant on the success of the new services, and the level of additional income generated.


Educated to degree level or equivalent experience, and with the relevant industry related knowledge, the successful applicant will have considerable, demonstrable experience in developing and managing customer facing services. This should include the development of business and marketing plans, operational understanding, financial management and communications. The postholder will also be adept in leading, motivating and developing a team.

The right candidate will display experience of sound financial management, business acumen and commercial awareness, including influencing and negotiating skills. Considerable experience of income generation and sales are also key to this role.

The successful applicant will ideally have experience of working within the waste management industry, a working knowledge of the relevant legislation and experience of contract management.
