Job Description:

The Rail Infrastructure Group is responsible for one of the biggest capital investment portfolios in Government. It is at the heart of the Government’s ambitions for an infrastructure revolution and will play a key role in delivering the Government’s goals of levelling up and decarbonisation.

Job Responsibilities:

  • Your team will be responsible for establishing a clear vision for rail infrastructure, articulating that in a strategic statement, and ensuring RIG has the right capacity and capability to deliver a challenging portfolio in an evolving context,
  • You will work closely with Clienting teams in RIG to ensure there is consistent challenge of costs, time and affordability of projects and clear messaging that fits with the overall infrastructure and Government narrative.
  • This will be a key part of establishing a reputation as a centre of excellence with HMT, No.10 and across Whitehall, including with the Infrastructure and Projects Authority (IPA).
  • Lead on national relationships with Network Rail and HM Treasury and, within DfT on Rail Reform and play a key role in shaping current and future strategy, organisational structures and funding.
  • Ensuring that RIG plays a leading role in defining the future of the rail industry and continuing to build a reputation for delivery that inspires confidence across Whitehall.

Job Requirements:

  •  You will lead the Group’s strategy function which includes securing the funding needed for the portfolio, having in place the necessary data and insight to inform prioritisation decisions and overseeing smooth-running and responsive annual business planning processes.
  • This high profile and broad role provides the strategic overview across RIG and is an integral part of the RIG Senior Leadership Team.
  • You will work closely with the directors responsible for delivering a range of high profile rail projects and programmes across England and Wales to understand their priorities and build these into the overall strategy.
  • Your team will play a key role in Project Speed, overseen by the cross-government infrastructure delivery taskforce led by HM Treasury, and ensure rail projects are fully aligned with its principles.
  • This work has a high profile in DfT, across government and the wider rail industry and will have significant impact on our reputation and ability to influence.
