As part of this, we’re looking for a Senior Surveyor to support the Property Services Team.

Property is at the heart of delivering Network Rail’s ambitions for the railway: “to provide a safe, reliable and efficient railway fit for the 21st century” with our portfolio covering workspaces, town planning, land strategy, supporting the operational railway and driving commercial income from retail, business space and developments in conjunction with commercial partners.

Brief Description

In Property Services we specialise in supporting the business and the operational railway by handling all the land transactions and requirements necessary to develop and support Britain’s Railway infrastructure.

This role is diverse and covers many core services such as, managing the Compulsory Purchase issues, including acquiring / disposing of land for major projects, maximising capital receipts by way of shared value opportunities or via external DCO/CPO’s. Working collaboratively assisting on Workplace Management Portfolio and Land Strategies, providing great customer service and professional property advice to the Southern Route.

The role requires developing and managing stakeholder relationships both within the business, external agents, 3rd party landowners and solicitors. You will ideally be MRICS qualified, with a wide range of General Practice surveying experience and proven negotiation skills at senior level.

About The Role (External)

Stakeholder Management – To deliver a range of professional property services of a complex or substantial nature for a client group including (but not exclusive to) : acquisition, compensation claims, leases, surrenders, l ettings, sale and temporary use of operational land.Anticipate and be responsive to the needs of the business in delivering a range of property services

Operating Environment – Take responsibility for managing negotiations of complex and substantial projects to an agreed budget. Manage property service to maximum efficiency, delivering business objectives in terms of cost savings, income generation, asset management, customer service. Represent NR externally as required using technical capability to manage this effectively.

Resource Management – To develop and maintain close and effective working relationships with internal colleagues to enable efficient and effective delivery of the client remit. May look to matrix manage more junior members within the team as required by the project. Instruct and manage external agents and solicitors to complete commercial activity on complex cases.

Service – To deliver an efficient and effective service and provide professional direction, representation and support at senior level to internal clients and external stakeholders, outperforming service targets. Determine the most effective approach to property requirements engaging at a senior level.

Leadership – To provide the business with technical leadership on the range of property issues and provide supporting leadership to the wider team

Strategy and process – To identify and implement changes required to support delivery of the Property function’s overall strategy and services. Have input to the creation and delivery of the strategy for the client group.

Safety – to actively support the development and implementation of a safety leadership and cultural change programme to support delivery of a safe working environmentand a safe rail system

Sustainability – to make sustainability a key element of all activities being delivered

Financial – to increase Property’s contribution to the cost of the company’s rail operations specifically through delivery of the client requirement and also through identifying opportunities for implementation in other parts of the Property function and wider company. Identify, exploit and take accountability for the delivery of opportunities for cost savings, income generation and capital growth.

Knowledge Sharing – Actively seek to identify complementary opportunities for Network Rail when assessing activities through collaboration.

Authority / Decision Making – Take responsibility for providing property solutions on complex issues, and a range of property transactions including (but not exclusively) acquisitions, leases, surrenders,to maximise benefit to Network Rail on land utilisation issues. Decision maker up to an agreed value oftransaction

Project / Programme Management – Provide the projects and colleagues with consistent and professional advice in determining the most effective approach to project property requirements and taking accountability for some elements of delivery


Job Skills, Experience and Qualifications

  • Educated to degree level or equivalent
  • MRICS qualified
  • Wide range of General Practice surveying experience
  • Excellent communication and influencing skills
  • Proven negotiation skills at senior level
  • Proven experience of managing complex property transactions
  • Experience of stakeholder management
  • Strong presentation skills


  • Understanding of compulsory purchase issues
  • Understanding of the rail industry and rail legislation
  • Full Driving Licence

Salary: £53,202 – £59,853

Network Rail adheres to pre-employment Baseline Personal Security Standard (BPSS), this is government standard for pre –employment vetting. BPSS government standard pre-employment vetting requires Network Rail to screen a potential employee’s unspent criminal convictions and undertake 3 year career checks. Employment at Network Rail is subject to employees meeting the BPSS government standard pre-employment vetting.
