About our Property Team

We have big, ambitious ambitions for rail in the Southern Region. We seek bright and enthusiastic individuals across all disciplines who will embrace our unique style of working to deliver our vision of a better railway for a better Britain. We’re searching for a Senior Town Planner as part of this to assist the business and the operational railway.

By managing all real estate transactions and operational needs required to build and manage Britain’s railway infrastructure, Property Services specialises in supporting the business and the operational railway.

With our portfolio including workspaces, town planning, land strategy, supporting the operational railway, and driving commercial income from retail, business space, and developments in collaboration with commercial partners, property is at the heart of delivering Network Rail’s ambitions for the railway: “to provide a safe, reliable, and efficient railway fit for the 21st century”.

Role Summary

You will be responsible for the delivery of town planning policy activities within the Southern Region, with its key aim of maximising external contributions towards new and enhance railway infrastructure through pro-active engagement of the planning policy process.

With the proposed changes to the planning system, the need for Network Rail’s interests to be represented through the planning system will become even more important.

You will work closely through liaison and consultation with internal teams and stakeholders to ensure that policy evidence and support on future rail infrastructure requirements as well as wider property related requirements are provided to local authorities in accordance with statutory timescales and monitor planning policy consultations. You will act on behalf of Network Rail to represent the Southern Region at external planning policy meetings including examinations in public.

The role will also provide for instructing and managing external resources, as well as line manager responsibility.

For the role you will be expected to be MRTPI or MRICS qualified, with significant Town Planning experience, strong communication and negotiating skills.

Key Accountabilities

About the role (External)

  • Develop strong relationships with the specified client group(s) (Route/Project/Service) or geographic area(s) to build strong mutually beneficial relationships which enable effective Town Planning support.
  • Support existing relationships with external stakeholders to facilitate delivery of Town Planning services, for the client group(s), through external processes.
  • Support in defining the strategic direction of Town Planning services for the client group and efficiently deliver advice and consents to support the delivery programme. Represent Network Rail externally in negotiations on complex technical Town Planning issues.
  • To develop and maintain close and effective working relationships with internal colleagues to enable efficient and effective service delivery.
  • Deliver an efficient and effective Town Planning service to the specified client group(s) including (but not limited to) preparing and submitting statutory planning and related notifications and applications, submitting appeals, representing Network Rail at public inquiries, responding to statutory development plan consultations and providing development appraisals. Provide professional direction, representation and support for complex projects to internal clients and external stakeholders to maximise asset value and minimise project risk.
  • Provide technical leadership on the full range of Town Planning services.
  • Identify and implement changes required to support Town Planning services overall strategy and the delivery of efficient and effective services. Provide input to the provision of strategic and tactical support and guidance on complex development programmes and projects.
  • Responsible for Town Planning support to complex projects.
  • Support the resourcing and management of Town Planning services to the client group and ad hoc projects/programmes for the work area including the management of external Town Planning resources when required.


Job Skills, Experience and Qualifications

  • Educated to degree level or equivalent
  • MRTPI or MRICS qualified
  • Significant town planning PQE
  • Excellent communication and negotiation skills


  • Experience of the rail industry and/or transport industry
  • Experience of heritage legislation and issues
  • Experience of environmental legislation and issues
  • Full Driving Licence

Salary : £53,202 – £59,853, plus an Inner London Allowance of £3,200 per annum.
