Job Description:

This is a specialist PM role and not your standard design and delivery role. You will have a desire to develop specifically within the consents and agreements space, which entails supporting projects in the wider Capital Delivery directorate in seeking and obtaining consents, entering into any necessary land and works agreements, and monitoring compliance with obligations arising. You should have experience working on TfL projects which have required the project team to seek and comply with consents and/or agreements.

Job Responsibilities:

  • Responsible for providing effective performance and development management responsibilities for any direct reports, with regards to appraisals and performance management, (such that poor performance is clearly identified and addressed, and good performance is recognised and rewarded).
  • Identify and manage any interfaces and dependencies between the assigned project and other ongoing network activities/projects.
  • Provide a strategic approach to land & property, stakeholder liaison, 3rd party engagement and legal coordination to ensure delivery of projects
  • Plan, manage and co-ordinate interfaces for activities relating to consents, land, and legal agreements within Capital, effectively informing project teams of risk, constraints, and opportunities through the life of the project.
  • Ensure that major project requirements are set by the Project Sponsor are to ensure that TfL business objectives are met, and any consent is secured with minimal challenge
  • Prepare and manage implementation plans, including responsibilities, detailed programmes, and cost and resource plans as well as ensure that resource requirements are agreed to by project/programme managers
  • Ensure that the work is supported in cost effective, timely and quality manner and constraints and commitments are understood
  • Establish and maintain a good, professional, and pro-active working relationship with the Contractor/Delivery partner’s project management team where applicable to ensure delivery of intended LU business benefits.
  • Within agreed authority levels, negotiate, procure, and authorise all project contracts and variations and approve and authorise all payment to meet value for money criteria.
  • Responsible for the day-to-day management of project governance, reporting and control structures, with issues, risks and decisions escalated through the agreed current Governance arrangements as appropriate.
  • Responsible for compliance with relevant health and safety legislation and contributing to the TfL Health and Safety culture, resolving arising issues or escalating as appropriate and ensuring safe delivery in line with the corporate safety vision.
  • Undertake Project Manager responsibilities such as the delivery of projects if required, to ensure those are delivered to programme, within budget and meet the requirements of sponsors.

Qualification & Experience:

  • Experience of co-ordinating and managing a team of specialist consultants, advisors, and contractors (desirable)
  • Knowledge and understanding of contractual issues in a project environment and their interface with consent delivery(essential)
  • Good knowledge and understanding of project and programme management methodologies and their practical application in a transport setting (essential)
  • Good knowledge and understanding of project control tools and techniques. (essential)
  • Good understanding of project and programme management methodologies and processes. (essential)
  • Professional Qualification in Project Management, such as PRINCE2 or APMP. (desirable)
  • Good knowledge and understanding of project budgeting, procurement processes and contract management (desirable)
  • Experience of working in a complex, multi-disciplinary, matrix-managed environments. (essential)
  • Proven record of taking personal responsibility and accountability for delivery of projects to £20m in value, in a large, complex organisation where there are multiple interfaces, and delivering to time, budget and quality. (desirable)
  • Experience of personal responsibility and accountability for leading and managing small teams (desirable)
  • Experience of managing performance and delivery through external contractors and/or suppliers. (desirable)
  • Degree or equivalent qualification (desirable)
  • Experience of working in complex diverse projects (essential) preferably consented construction works authorised by either TWAO, DCO, Hybrid Bill or other large consent or development agreement (desirable)
  • Knowledge of how to prepare, manage and deliver consents, including associated consultation and stakeholder management (desirable)
  • Knowledge of how a consents and agreements transfer into delivery (essential)
  • Knowledge of basic planning and transport policies (desirable)
