About the job

  • The post holder will form an independent assessment of Business Case robustness, with a particular focus on the cost & time estimates. This will include assessing the integrity of the underlying assumptions, financial content, estimating processes, tools and techniques and risk management procedures that have been used in the generation of a Business Case submission.
  • In addition to the quantitative aspects, the post holder will be able to create a qualitative view of the associated financial and commercial arrangements that will potentially drive or manage cost and delivery risk.
  • The post holder will consider strategic aspects of arrangements and interdependencies, such as linkages across wider MOD environments or across broader lines of development.
  • The outcome of the complete assessment should be captured in a formal output, usually a CAT Scrutiny Report. The CAT Report provides MOD endorsing organisations, Investment Boards and major Project stakeholders with an impartial and independent view regarding the evidence and methodologies that underpins the Financial (cost) and Management (time) elements of a Business Case. The CAT Report will make recommendations for improvement as appropriate.
  • The post holder will work alongside Departmental Subject Matter Experts e.g. Head Office Central Scrutiny and Defence Economics, to embed best practise across the department.
  • The post holder will be expected to build a rapport with Delivery Teams and conduct proactive engagement, offering advice and guidance to resolve issues & ensure cases ‘not fit for endorsement’ have a proposed path to approval.
  • The post holder will be expected to have the appropriate skills and experience to work with senior staff.
