Project Kuiper is an initiative to launch a constellation of Low Earth Orbit satellites that will provide low-latency, high-speed broadband to unconnected and under-connected communities around the world.

Key job responsibilities

Functions Include

The Regulatory Affairs Engineer will develop detailed analysis products and strategies to enable Kuiper’s use of radio frequency spectrum and satellite orbits.

  • Preparing and executing technical and advocacy strategies to support Kuiper ITU objectives;
  • Develop tools and analyses to support ITU study initiatives, international and domestic regulatory meetings, and technical foundations for international and national satellite filings and license applications;
  • Participate in ITU study groups, Regional Telecommunications Organizations, and other regulatory bodies to advance the strategy for enabling and protecting Kuiper’s use of radio frequency spectrum and satellite orbits;
  • Analyze information related to satellite filings, status of satellite spectrum allocations and relevant sharing studies;
  • Anticipate spectrum and regulatory needs and engage with the Kuiper satellite and architecture design teams, licensing teams, coordination teams, and legal teams to communicate spectrum and regulatory considerations as they relate to system objectives
  • Excellent communication skills with the ability to identify tradeoffs, risks, and opportunities; remove bottlenecks; and establish mechanisms to speed progress;

The ideal candidate has foundational knowledge of the ITU Radio Regulations and U.S. Satellite Regulations, knowledge of communications satellite architectures and link budgets, and experience in developing sharing studies between telecommunications services. Additionally, the candidate must have the ability to effectively communicate solutions to complex technical problems.

Some international travel will be required.

A day in the life

The Spectrum Engineer will develop analysis and simulations of the Kuiper network to develop the frameworks for spectrum and orbit use internationally, and determine our operational obligations for co-existing with other providers of satellite services as well as with telecommunications services that use our frequency bands. You will develop technical studies and execute the strategy for enabling and protecting Kuiper’s use of radio frequency spectrum and satellite orbits in ITU study groups, Regional Telecommunications Organizations, and other regulatory bodies. You will work closely with the satellite and systems design teams, coordination teams, and legal teams to ensure that the Kuiper technology and regulatory roadmaps are aligned. The ideal candidate has deep knowledge of the applicable Radio Regulations, Rules of Procedure, and ITU-R Recommendations.

About The Team

The Global Regulatory Affairs team is responsible for enabling and protecting Kuiper’s use of radio frequency spectrum at home and abroad, defining and leading the Project Kuiper regulatory agenda. The team operates worldwide, engaging with the International Telecommunication Union (ITU) and regional organizations, coordinating the use of spectrum with other operators, gaining country access, and promoting safety in space. The Global Regulatory Affairs team is also responsible for licensing and collaborates with associations, government agencies, and other satellite operators in order to advocate for rules and regulations in the best interest of our customers. This team works in close collaboration with the Kuiper technical design teams to optimize for spectrum sharing and customer experience as well as with Amazon’s public policy and legal teams to enhance the overall regulatory strategy.

Basic Qualifications

  • Master’s degree in Electrical Engineering or related discipline (telecommunications)
  • Multiple years of experience in satellite communications and/or spectrum management
  • Multiple years of experience performing satellite system, communication system, spectrum management or data analysis related to analyzing the performance of communication systems
  • Experience in the application of the international Radio Regulations and U.S. satellite regulations
  • Experience in developing technical studies and advancing proposals within regulatory bodies Experience in the application of the international Radio Regulations and U.S. satellite regulations
  • Strong analytical, problem solving and communication skills.

Preferred Qualifications

  • Experience analyzing satellite communications systems in non-geostationary orbit
  • Experience in ITU regulations related to satellite communications systems in non-geostationary orbit
  • Experience developing in-house tools and products for analysis of satellite communication systems.
