We are recruiting a Strategy Manager (in-house title), to join the Licence Fee Unit, supporting a range of new and ongoing projects within the department. This is a permanent position which is London-based with some flexibility – ie hybrid working

The Licence Fee Unit

The Licence Fee Unit (LFU) is responsible for collecting the licence fee, generating £3.8bn of revenue each year. The aim of the LFU is to maximise long term net licence fee revenue in a way which sustains public support for the TV licence, ensuring that the licence fee is collected in an efficient, appropriate and proportionate way. The BBC uses the income from the licence fee to provide services including eight national TV channels plus regional programming, 10 national radio stations, 40 local radio stations and an extensive website, bbc.co.uk. BBC World Service broadcasts to the world on radio, on TV and online, providing news and information in 32 languages.

Role Responsibility

As Strategy Manager, you’ll play a key role in supporting the direction of the Licence Fee Unit’s operations, strategy and policies, contributing to a range of projects and analysis tasks.

  • Own and deliver high quality financial and business analysis with options and recommendations to solve business problems and to influence and challenge business decisions
  • Analyse financial and non-financial data, performance, risks and issues to identify underlying business trends or themes that need to be addressed.
  • Support budgeting and forecasting of licence fee income with detailed knowledge of TV Licencing operations, payment schemes and market influences.
  • Measure and monitor changes and developments in the media landscape relevant to the licence fee – quantifying their impacts upon collections performance.
  • Build model/analysis to estimate the impacts of any operational, policy, and technological changes that may affect collection of the Licence fee.
  • Help to develop and refine the measurement of licence fee evasion and develop a clear understanding of the factors (Operational, macro-economic, behavioural, etc) that drives both payment, and evasion of the Licence Fee.
  • Maintain up to date knowledge and understanding of the key strategic challenges and opportunities for the collection of the licence fee.
  • Deliver high quality supporting presentations, papers and reports, (as required) across all work areas, for sharing and discussion with business partners and Senior Management.

This will include working with our outsourced service partners to analyse collection performance and customer behaviours, as well as working collaboratively with the BBC’s Strategy, Marketing & Audiences, and Finance teams. Using appropriate tools and techniques, you’ll provide and build high quality analysis and modelling as well as present well thought-out recommendations to individuals and teams at a range of levels. Are you the right candidate?

To be successful in this role you will possess financial and analytical modelling skills, with the ability to collate and interpret complex data in Excel, and to translate and simplify this analysis in PowerPoint – ultimately driving and influencing decision making

You will have strong organisational skills and experience of supporting projects with data and analysis, you’ll be adept at meeting demanding deadlines, setting targets and adapting to changing circumstances across a range of concurrent activities. An excellent problem solver, able to offer the right balance of creativity and pragmatism, you will have the confidence and resilience to challenge assumptions and instigate positive change to achieve business goals.

An effective communicator with a proven ability to establish good working relationships with multiple partners and stakeholders across a wide range of people and levels, comfortable presenting insights, challenging and influencing as appropriate to support effective decision making. In addition, you will have excellent written communication skills for a range of audiences. This will be supported by your strong Microsoft Office skills, particularly Excel and PowerPoint.
