Job Description

This is a rare opportunity to lead analysis from the centre of BEIS, overseeing how evidence and analysis is produced, used, and managed in the department.

As Deputy Director, Central Analysis: Governance and Guidance you will lead a team of around 20 staff in and be an active participant in the cross-cutting Analytical Leadership Team of all senior analysts in BEIS. You will be responsible for building the analytical community and its capability, strengthening external engagement on analysis and ensuring the analytical function supports high quality policy delivery across BEIS.

The team sits at the heart of BEIS within the Analysis Directorate, leading a number of important business-critical activities.

Person specification

As Deputy Director, Central Analysis your main responsibilities will include:

  • Advising ministers and senior officials on the value for money of BEIS spending, ensuring a robust, high quality and persuasive evidence base for decision-making.
  • Driving progress in how BEIS monitors and evaluates its initiatives, leading the central Monitoring and Evaluation Hub which strives to grow capability, effectiveness, and impact across the department
  • Critiquing and building the evidence base used in policy development and delivery, working closely with colleagues around government
  • Providing analytical support and briefing to the Chief Analyst for sign-off on impact assessments, evaluations and value for money analysis
  • Providing guidance and advice on analysis across all BEIS policy areas
  • Developing and delivering cross-cutting analytical training to all of BEIS
  • Helping set the strategic direction for analysis in BEIS and across Whitehall

Essentials – The Successful Candidate Will Demonstrate

  • The ability to persuade and influence others, establish collaborative relationships with a wide range of senior, influential stakeholders across organisational boundaries
  • An understanding and experience of the interaction between wider social, political and economic considerations and how analysis supports policy development
  • An ability to present complex information in a clear concise way
  • Confidence in making judgements on value for money of government schemes, applying HM Treasury Green Book principles, and making clear analytical arguments
  • An understanding of the value of monitoring and evaluation in scheme delivery, and what is required for this to work effectively in government

Qualifications

  • Current Civil Servants – Membership of one of the core analytical professions in government (either economics, statistics, social research or operational research)
  • For External Candidates -. a degree in the relevant profession, or equivalent experience

Desirables

  • An understanding of the role of technology in acquiring, handling, and processing data in the delivery of government initiatives
  • Experience in one of BEIS’s core policy areas; for example, energy, business growth, science and innovation or market frameworks and regulation
