Job Description

The Matrix Programme is a transformation initiative involving the Cabinet Office, Department for Business Energy and Industrial Strategy, Department for Culture Media and Sport, Department for Education, Department for Health and Social Care, Department for International Trade, Attorney’s General Office and HM Treasury.

It is a unique cross-government collaboration that will unlock simpler, better, and more joined up working by bringing together the systems, processes, and ways of working for key government functions such as HR, Finance or Procurement, commonly known as Shared Services.

Role

This new role will help deliver financial oversight and rigour to the Programme and enable us to deliver the Government’s three overarching objectives for shared services

The Programme is part of the Shared Services Team, a fantastic team passionate about improving the existing shared services experience for BEIS and its partners whilst working to deliver the strategic objectives of the new Government Shared Services Strategy.

  • Better experience for all users – intuitive systems that are easy to use and mobile-enabled.
  • Efficiency and value for money – better systems and services which support productivity and seek to reduce costs.
  • Standardised processes and data – support interoperability, making it easier to understand and compare corporate data.

Person specification

Financial Management

  • Implementing and reviewing protocols/processes/controls for the Matrix programmes financial management, aligning it to BEIS financial management standards.

Forecasting and budget management

  • Support development and agreement of budgets with budget holders.
  • Maintenance of the general ledger including accruals, prepayments, ensuring correct accounting treatments etc…
  • Ensure forecasting is accurate and allows for reallocations of budgets as required.
  • Troubleshooting errors to enable account accuracy.
  • Create timely and digestible financial outputs to support programme reporting and financial management.
  • Production of the management accounts pack

Stakeholder Management

  • Build and maintain successful partnerships with Department Leads and their Finance Business Partners across the Matrix cluster, providing them with accurate and timely Financial Reporting.
  • Main point of contact for our shared service provider

PO management

  • Maintain oversight and control over the PO financial processes.
  • Ensure the PO process is being correctly executed across the Matrix cluster.

Business Case support

  • Support the development of the financial case within the overall programme business case, including liaising with personal across the Matrix cluster to gather the right financial data and narrative

Skills And Experience

You are ambitious and self-motivated, with a keen eye for detail, you will be confident working alone under your own initiative and as part of a wider network.

  • You will have good communication skills that allow you to relay complex concepts to a wide variety of audiences.
  • You will have excellent Excel skills, allowing you to create complex and varied options to support investment decisions.
  • We are looking for an individual who would relish the opportunity to be involved in a large scale programme with the ambition to drive successful strategic decisions.
