The Safety team is responsible for setting the safety strategy for Openreach, ensuring policies and process are in place and for providing second line assurance to senior management. The team is also responsible for event management involving Openreach assets, supplier management and innovation. Ensuring Openreach can demonstrate management of its assets in such a manner which is legally compliant and ethical.

Reporting to the Director of Safety, the Senior Manager of Plant Safety is responsible for managing the safety risk posed by the Openreach access network. The role holder will own end to end accountability for development and implementation of our plant safety policy and strategy, in addition to building the budget necessary to fund this work. Keeping our people safe is an absolute priority for Openreach, therefore excellent competence in the role is essential.

You’ll have the following responsibilities:

  • Responsible for managing the safety risk posed by the Openreach access network. End-to-end accountability for the development for all the plant safety policies and strategy, ensuring the budget is correctly built as necessary to fund this work and securing agreement to this at Openreach Executive level ensuring both legal/regulatory compliance.
  • Accountable for the implementation of that policy/ strategy.
  • Accountable for the virtual management of the operational teams to ensure delivery of the Openreach Asset Assurance programme for both volume/quality and financial delivery.
  • Responsible for supporting the Chief Engineers team with innovation, to ensure safe implementation of new tools and technology whilst being pragmatic about the risks involved.
  • On-boarding and regular auditing of pole suppliers, both on and offshore.
  • Responsible for working with the Openreach pole testing teams and poling teams to ensure that they meet their annual programs of work.
  • Responsible for working with the Openreach power team to ensure they meet their annual programs of work.
  • Responsible for working with the Openreach network repair team to ensure they meet their annual programs of work.
  • Responsible for supporting the operational team and working with contractors to ensure that they deliver the Asset Assurance programme.
  • Responsible for developing the required deliverables for the annual budget process for the Asset Assurance Programme and working with finance to ensure the budget is built and managed correctly.
  • Responsible for identifying where performance or programme delivery deviates from plan develop and engage with the operational teams to put plans in place to get performance back on target.
  • Responsible for maintaining a 5-year view of budget requirements to manage Plant Safety risk.
  • Responsible for reporting to the Openreach Executive, Openreach Board Audit, Risk and Compliance Committee and the Openreach Board, all aspects of plant safety performance and safety risk management.
  • Responsible for the management of all asset safety-based risks and ensuring suitable controls are in place and effective.
  • Responsible for horizon scanning/external benchmarking and identifying risks before they emerge and producing action plans to control these risks.
  • Responsible for plant safety research and maintaining safe reliability-centred maintenance (RCM) sites to support such research.
  • Accountable for thorough plant safety-based accident investigations identifying root causes and opportunities to improve the safe management of the Openreach estate.

You’ll have the following skills and experience:

  • Expert knowledge of the Openreach network
  • Ability to proactively identify improvement requirements and opportunities through in-depth analysis of network safety performance, develop and deliver plans to achieve improvement.
  • Ability to Chair the Openreach Plant Safety forum which is attended by the MD’s of the operational teams.
  • Ability to provide industry leadership in the search for an alternative to creosote. (Includes power companies).
  • Ability to engage with external risk consultants to ensure our approach to risk management is adequate and defensible.
  • Ability to explain complex subjects in a way that senior managers are able to make strategic decisions.
  • Able to analyse data to identify trends and produce remedial plans to rectify areas of emerging risks.
  • Able to keep up to date on health and safety legislation ensuring Openreach remains legally compliant.
