We are looking for an inspirational Chief Operating Officer who can lead effectively across a wide range of professions and functions drawing out the best from your expert and high-performing Group. You will have direct responsibility for c.900 staff and a £175m budget. This comprises a large and complex portfolio covering Finance, Business Services & Security; Digital Data & Technology; Human Resources; Communications & Marketing; Project Delivery & Change and Commercial directorates.

DIT is an international economic department, with around 5,000 staff in total and you will have the opportunity to shape and influence work across the organisation. You will have a crucial role in leading the planning and performance for our overseas network based in more than 100 countries comprising c.1600 people and spend of £155m. This is a unique and varied role and provides the postholder with the opportunity to influence across government and support our platform overseas.

Reporting to the Permanent Secretary, you’ll be an integral part of the Executive Committee, helping achieve our Vision and Mission and ensuring our operating model is effective. Job Description

  • Providing strategic leadership as a Member of the Executive Committee and Departmental Board.
  • Ensuring the efficiency and effectiveness of the organisation including through chairing key governance boards, including DIT’s Performance, Finance & Risk Committee and Projects & Change Committee.
  • Contributing to the broader leadership of the Civil Service and promoting the Civil Service Reform agenda as a member of the Civil Service Operations Board and the Cross Whitehall Chief Operating Officer’s Network.
  • Leading and shaping DIT’s approach to finance in the context of creating a Modern Civil Service.
  • Collaborating and negotiating with key stakeholders including HM Treasury and the Cabinet Office through major fiscal events (e.g., budgets, Spending Reviews). The post holder will have a key role to play in financial management, governance and controls
  • Acting as the principal adviser to the Permanent Secretary in their role as Accounting Officer on the overall financial spend of the department and on key regulatory and propriety issues.
  • Setting direction for Corporate Services, driving up capability and functional standards and providing expert advice and support to the organisation.
  • Sponsoring the department’s Places for Growth programme, growing our second Headquarters in the Darlington Economic Campus and Trade & Investment hubs in Edinburgh, Cardiff and Belfast.
  • Accounting for the planning and performance of our Overseas Network and the support provided to it through the Foreign, Commonwealth and Development Office.

The successful candidate will be able to demonstrate evidence of:

Essential Criteria

  • Visible and engaging leadership across a diverse and geographically dispersed organisation, building capability and engaging and motivating a senior team to deliver a complex programme of work at pace
  • High level communication and influencing skills, demonstrating credibility with stakeholders including at Board level and outstanding ability to work across organisational boundaries
  • A proven track record of driving value for money and efficiency including through digital transformation and data driven insight
  • A proven track record of planning and successfully delivering large-scale projects, procurements and change programmes
  • Demonstrable experience of managing large-scale and complex budgets, effective governance and decision making, internal control and risk management

Desirable Criteria

  • Finance qualification (CCAB, CIMA or equivalent) with a strong track record of success in strategic financial planning and leading a finance function
  • Experience of working in an international organisation
  • Experience of working successfully with very senior stakeholders such as Ministers or Board Members.
