In This Role You Will

Deliver for the business by:

  • Leading CIS Contract Management at a working level acting as the key interface between CIS and Commercial to deliver and assure effective and timely contract delivery;
  • Supporting and guiding Programmes and Projects in the generation and management of S&T contracts;
  • Working with a range of key stakeholders and the collaborative team members including the Business Case Manager to identify emerging trends, needs and provide solutions to the project and programme delivery community;
  • Ensuring contracts are delivered effectively; supporting and advising PMs in managing risk, stakeholder relationships and the associated costs to ensure contractual efficacy, delivery and value for money;
  • Fully integrate with the team, working closely with commercial, operational, technical, project management and finance staff to ensure contracts are delivered as required;
  • Adopting best practice in Contract Management as outlined in the MoD’s Contract Management Commercial Policy Statement and in the Government Commercial Function (GCF) Contract Management Professional Standards;
  • Exploiting Dstl tools, techniques and resources to ensure that maximum value and outcome is extracted from all contracts;
  • Ensuring contracts have and follow a documented Contract Management Plan with the roles and responsibilities clearly articulated within;
  • Ensuring appropriate business continuity and contingency plans are in place;
  • Supporting PMs in the administering of contracts proactively and efficiently, making maximum use of benchmarking and performance measurement data to drive improvements;
  • Ensuring outcomes are in line with contractual obligations, SLAs, KPIs and all other quality standards;
  • Identify Risks and Issues, record on a suitable register, monitor mitigation measures and manage closure in line with customer requirements;
  • Ensure contracts are managed in line with Dstl’s and the CIS Division strategic objectives.

Develop The Business By

  • Enabling external and internal reviews and developing an improvement process to the approach and organisational attitude to contract management, ensuring consistent and continuous best practice evolution;
  • Continually drive for and promote a culture toward value for money and seek out and implement innovative ideas for improvement;
  • Supporting assurance and annual audits of all higher value and complexity contracts and audits of a selected sample of lower value complexity contracts;
  • Network with other Contract Management colleagues across Dstl and MOD to ensure best practice is captured and implemented if relevant.

Drive Professional Development By

  • Promoting a single fully integrated team where the supplier and the customer work as a single team with one focus to ensure delivery of the successful outcomes;
  • Role-modelling behaviours and creating a positive working environment which supports diversity and enables staff working on their project to excel;
  • Championing the development of project management – including the regular identification and sharing of lessons identified;
  • Utilise and develop professional networks to foster best practice and develop and mentor other Project Delivery (PD) colleagues;
  • Work with the Project Delivery Improvement team to assist in defining and implementing ‘best practice’ processes by engaging with PD community, professional bodies and other Industry partners.
  • Be open and receptive to ideas but remain competent and robust in protecting Dstl’s commercial position and driving value for money. Use open book and audit provisions with confidence. Ensure that contracted outputs are of the correct quality and are delivered in a timely manner at the contracted price.
