Job Responsibilities:

  • Support the development of sub-category strategies through the category management cycle from understanding the FCDO’s starting point in terms of spend, suppliers and estate portfolio through to developing options appraisals and mobilising sourcing projects in collaboration with Key stakeholders across FCDO Global Estate.
  • Provide guidance to internal stakeholders on commercial strategies and route to market, maintain procurement ethics, in accordance with FCDO and wider Government policies.
  • Deliver complex procurements through conducting high quality tenders in accordance with the selected route to market, taking cognizance of procurement legislation, Government policy and guidance. For example, the Sourcing and Construction Playbooks, Procurement Policy Notes and departmental policies and guidance.
  • Develop commercial relationships with suppliers, with a principal objective of achieving optimal cost and performance and improving sustainability and social responsibility.
  • Evaluate supplier core competencies and competitive positioning using industry cost models and bench-marking analysis.
  • Deliver annually agreed savings target for the estates category portfolio through performance management of Commercial Estates teams, suppliers and working collaboratively with stakeholders.
  • Use strong contract management knowledge across some of the major standard forms of contract in use (New Engineering Contract, International Federation of Consulting Engineers, Joint Contracts Tribunal, Model Service Contract) and develop an understanding of Crown Commercial Service frameworks.
  • Line Manage a small team and be responsible for staff development, mentoring & support, ensuring all mandatory and role specific training is undertaken.
  • Be the trusted advisor in sourcing and commercial initiatives to both stakeholders and your team members, ensuring compliance to the appropriate processes and operating procedures.
  • Develop and manage key sourcing activities to meet project goals while minimising risk and ensuring Total Cost of Ownership (TCO) to ensure value for money and successful outcomes are delivered for the FCDO.
  • Contribute to the development and commercial cases of Concept Notes, Business Cases & Sourcing Strategies (Strategic Outline Business Case, Outline Business Case & Full Business Case) and to additional governance paper preparation when applicable.
  • Support development of Delivery Model Assessments (DMA) for the category incorporating FCDO capability & maturity vs. external capability at both an overall programmatic and component level.

Job Requirements:

  • A Civil Service Pension.
  • 25 days Annual Leave per annum.
  • Successful candidates must meet the security requirements before they can be appointed. The level of security needed is security check.
  • Understanding of procurement processes, including use of Frameworks, such as those within the Crown Commercial Service FM and/or Construction category or similar.
  • 9 days Public and Privilege holidays per annum.

Qualification & Experience:

  • Strong problem solving skills with the ability to take decisions based on well thought out conclusions and recommendations.
  • Attention to detail.
  • Familiarity with the Public Contract Regulations 2015 Public Contract Regulations 2015(PCR 2015) or a similar statutory framework and contract law.
  • Excellent communication and influencing skills with the ability to engage confidently with stakeholders at all levels.
  • Good organisational skills with the ability to translate these skills into developing and implementing effective administrative processes for the team.
