The Role:

This is an excellent opportunity for two experienced individuals to contribute to the development of the Adults Health and Care Older Adults Commissioning team in Hampshire.

During the past two years, Adults social care has been under the spotlight more than ever before and now, as we emerge from Covid there is a significant programme of work ahead which will be both challenging and exciting. At Hampshire County Council our strategic aim is to promote independent living for our ageing population and we are looking for individuals to join the Older Adults Commissioning team to help us to drive the strategic direction for our services.

We are recruiting for two experienced commissioners to join the Older Adults Commissioning team as Commissioning Managers, one primarily focused on supporting Home Care and Community Based market, including Domiciliary Care, and one primarily focused on the Care Home Market and Integrated Health.

The care markets in Hampshire are large and complex, encompassing around 350 care homes for older adults, delivering nearly 13,000 beds, alongside c.250 domiciliary and community support services delivering over 100,000 hours of care and support every week across their Local Authority Funded, and Privately Funded residents. HCC also supports and commissions a significant bed and home based discharge and prevention service.

We are looking for individuals with:

  • Commissioning experience, ideally within a government setting
  • Experience of market management and market shaping
  • Experience of leading within adult social care teams
  • Skilled in people management, building relationships, and managing conflict
  • A strong commercial understanding within the context of the provision of social care
  • The ability to translate strategy into robust implementation plans
  • The ability to articulate and implement a vision, using data to demonstrate success
  • The ability to engage and manage multiple stakeholders with varying strategies and priorities
  • An understanding of the political and reputational position of the programmes
