Job Description

This position will play a key role supporting EU Transition delivering IT change to HMRCs complex IT estate alongside delivery of Digital Services.

This role will require occasional travel and overnight stays and is an essential requirement for the role.

Person specification

Within this role you will be responsible for the delivery of large scale or high impact IT change which supports HMRC’s strategic objectives. You will take full ownership for the end-to-end delivery of business initiatives, system integration and large-scale change projects from definition through to successful completion.

This Will Include

Identifying, assessing and managing risks and interdependencies

Ensuring realistic project and quality plans are produced and that change is effectively managed

Ensuring that project deliverables are completed within planned cost, timescale and resource budgets

Engage with key stakeholders across HMRC and drive delivery through providing effective leadership to internal projects teams and external delivery partners

Taking responsibility for managing multiple supplier relationships and for all commercial aspects of the projects

The capacity to work independently in a fast-moving environment to carve out your own role and deliver through others

To understand the wider strategic picture, applying that knowledge to ensure work takes into account current and emerging Government priorities

The adaptability to work in an environment of uncertainty and continual change. Able to feel comfortable making decisions and setting direction without having the full picture and re-focus as details emerge. Can apply knowledge and techniques to reduce

Essential Criteria

Accomplished experience in end-to-end delivery of complex, large scale, high impact technical and IT enabled business change projects

Simultaneously managing multiple deliveries that cut across different areas. Understanding how these fit together, managing inter-dependencies, putting in place appropriate governance structures and ensuring a strategic approach to their delivery

Commercial management of project costs and financial monitoring

Use your research and communicate findings effectively to challenge external suppliers and ensure best service and value for money

Accomplished in driving delivery through the management of direct teams and multiple external suppliers. Providing effective leadership to the project team ensuring members are motivated and developing their skills and experience. Accomplished in driving delivery through Digital teams

Understanding and practical experience of both Agile and Waterfall methodologies

Desirable Criteria

Ability to work under broad direction in challenging and unpredictable environments, playing a key role in influencing strategic decision making and understand strategic consequences of IT decisions

The skill to engage and influence, build and maintaining strong working relationships with stakeholders at a senior level in order to achieve successful outcomes for the business

Ability to resolve complex technical issues by leading multiple stakeholders to a resolution, and at pace.

A recognised Project Management qualification (e.g. PRINCE 2, Agile PM, MAPM)

Team members that are moving offices as a result of the Locations Programme will be entitled to a Moves Adjustment Payment for three years where they incur additional costs. This is calculated based on the difference between the costs of travelling to and from the new and old office, over a weekly period. HM Revenue and Customs has made significant progress with its plans to locate in 14 large, modern, flexible offices, equipped with high-speed digital infrastructure supporting improved customer service and compliance activity. These offices will be located in central locations in the following towns and cities close to accessible transport links: Glasgow, Edinburgh, Belfast, Newcastle, Leeds, Liverpool, Manchester, Nottingham, Birmingham, Bristol, Cardiff, Croydon, Portsmouth and Stratford.

In addition, there will also be a small number of specialist sites where the work cannot be done anywhere else, in Gartcosh (near Glasgow), Telford, Ipswich, Worthing and Dover, as well as our headquarters in central London. Terms and Conditions

If you’re successful you need to know that in February 2021 members of recognised trade unions (ARC and PCS) voted to approve a pay and contract reform offer. This means that HMRC will adopt new terms and conditions for all colleagues as part of a multi-year pay deal and contract offer, the pay deal period is 01 June 2020 – 31 st May 2023 and terms and conditions changes take place from the 01 June 2021 onwards.
