The HR Business Partner posts (2) lead for the HMT People and Capability function on the relationship with Directors across various Groups.

  • Deliver expert HR Business Partnering support to Directors and other key partners across the Department.
  • Provide strategic HR advice and support to senior leaders (Director / Deputy Director) in the UK and overseas to enable delivery of HMT policy and corporate objectives, such as supporting the growth of the Darlington Economic Campus and improvements in diversity.
  • Provide support and challenge to directorates in ensuring that they have the right workforce with the right skill, including advising on workforce planning, learning and development and talent management.
  • Informing, influencing, and contributing to the development and implementation of HMT’s People Strategy, ensuring that this will be delivered through the organisation. Support the wider People and Capability team with their engagement with the business.
  • Championing and promoting best HR policy and practice. Using data to deliver analysis of people issues within business areas, and working up proposed solutions.
  • Leading on any organisational change or restructure, or protected transfer, plus any potential projects that may require an HR lead within your business areas.

The Senior Civil Service (SCS) Business Partner post (1) will similarly be responsible for delivering expert HR Business Partnering, but to a slightly different set of accountabilities.

  • Deliver SCS recruitment, ensuring that all recruitment undertaken at senior level, is effective, efficient, and aware of diversity and workforce considerations.
  • Support senior leaders in their relationship with Treasury SCS who are out the Department, ensuring SCS workforce planning effectively manages these staff and Treasury’s objectives.
  • Implement and continuously improve the SCS recruitment and redeployment policy.
  • Lead on SCS performance and talent management as appropriate, helping to develop leadership capability of senior staff. Work with all levels up to Permanent Secretary.
  • Work with HMT People and Capability teams to ensure that policies and processes work smoothly for all SCS staff
