The Corporate Centre Group provides a wide range of corporate services to enable people at HM Treasury and many of the other organisations who form part of the Treasury Group (including the Government Internal Audit Agency, the Debt Management Office and the new National Infrastructure Bank) to operate effectively and efficiently. We are a diverse group, both in terms of our professions and in our ways of working.

The Corporate Centre Group is made up of: Commercial; Correspondence and Information Rights; Finance; Human Resources; Information Workspace Solutions (IWS); the Flexible Safer Working team, the Darlington programme team and Treasury Group Shared Services (based in Norwich).

About The Team

HM Treasury’s Group Finance Team comprises approximately 35 staff. We provide high quality advice covering strategic finance, financial management, financial reporting and counter fraud and risk for internal use, and accurate information for Parliamentary control and public accountability purposes.

We are part of the Government Finance Function (GFF), which represents and supports the finance community across the civil service. GFF offers a range of developmental opportunities, resources, tools and networks to support us in our roles.

The Financial Accounting and Reporting branch consists of ten team members. We are responsible for the production of the Annual Report and Accounts for the Treasury Group (the department and 14 arm’s-length bodies) and a number of small companies within the Group; lead on the tax returns and ad-hoc tax advice; provide advice on the accounting and budgeting impacts of the Treasury’s policies; and support other finance processes such as in-year budget management, Main and Supplementary Estimates and Spending Review.

This is a chance to join Finance at an exciting time, working on a variety of high-profile areas. You will not only be the key contact liaising with different stakeholders and managing the accounts production process, leading on some complex accounting areas, providing accounting analysis and advice for the department’s policies, but also support other teams within Finance.

Key Responsibilities

Managing the production, including appropriate management review and escalation where necessary, of;

  • the Treasury’s annual report and accounts (ARA), including the narrative sections of the document, as well as the consolidated financial statements;
  • the Whole of Government Accounts (WGA) submission the HM Treasury
  • Leading the production of the small company accounts for a number of the Treasury’s bodies.
  • Liaising with external audit over the audit period to ensure smooth progression of the HMT ARA and other company accounts to meet the laying timetable.
  • Building strong professional relationships with internal and external stakeholders while acting as a subject expert, providing technical accounting advice in line with IFRS and the financial reporting manual (FReM) and other relevant Government guidance documents.
  • Analysing current processes to identify and implement ways to improve processes and financial control.
  • Managing key balance sheet items and the monthly processes including reviewing working papers and approving journals.
  • Supporting other finance branches with processes such as in-year budget management and Main and Supplementary Estimates.
  • Managing at least one staff member within the branch, with a focus on building their capability.
