Brief Description

What to expect:

As a Finance Assurance Manager, you’ll develop processes, tools and procedures to run an effective governance and assurance framework for the route. Providing assurance that supports the route to mature and improve in the way the route business is managed in compliance with Network Rail policy and route executive requirements.

About The Role (External)

You’ll be responsible for:

  • Maintain effective relationships with Network Rail corporate governance, risk and assurance teams and firmly embed Network Rail policies and processes.
  • Design, implement and operate a route-led assurance governance and assurance framework that is aligned with Network Rail policies and processes and the needs of the route.
  • Handle and maintain all relevant local policies for governance and assurance and work with the business to embed these across the route.
  • Identify opportunities for improvements in the control frameworks, implementing appropriate solutions, owning and maintaining the associated continuous improvement activities for the route.
  • Work with route functions and teams to support the local application of the regional assurance and governance frameworks.
  • Provide advice and mentorship on the implementation of recommendations received by the organisation, both audit and other assurance recommendations.
  • Supervise that all actions arising from Network Rails assurance and governance management processes are appropriately implemented and support the risk champions in embedding risk management into decision making.
  • Carry out reviews as needed into alleged cases of non-compliance with Network Rails agreed policies and procedures.
  • Design and deliver training workshops to increase the route competency in governance, assurance and related matters.
  • Identify and implement new legislative and other good practice mentorship in the governance and assurance areas and implement the process to educate and advise the route teams through appropriate briefings.
  • Handle and carry out project work designed to meet the needs of the route.

You must have:

  • Strong understanding of business strategy and planning
  • Experience of developing objectives that will support the realisation of plans
  • Experience of gathering risk and assurance insight
  • Clear knowledge of the make-up of the route scorecard
  • Good understanding of risk assessment, tools and techniques
  • Excellent knowledge of assurance and governance practices
  • Excellent report writing and presentation skills
  • Strong leadership and coaching skills

It would be great if you have:

  • Recognised process improvement skills/expertise
  • Good knowledge of Network Rail’s management systems
  • Good knowledge of railway operational and contractual practices
  • Good knowledge of railway practices
