The primary business outputs delivered from the Military Personnel and Veterans (Mil Pers & Vets) Service Delivery Contract (SDC) are:

  • Delivery of Military pay and allowances;
  • Military pensions and compensation administration and payment;
  • Military HR processes enabling both supported and self-service activity for personnel;
  • Administration of personnel records and data;
  • Enquiry Centre services;
  • Delivery and maintenance of the IT infrastructure, including the technical refresh of IT applications, and sustaining best practice in IT Service Management (ITSM);
  • Support to MOD Medal Services and Veterans Services;
  • Provision of Management Information reports and statistics;
  • Administration and delivery of change to comply with emerging policy, legislation or changing customer needs; and
  • A significant Transformation programme which will provide enhanced capability and increased means of accessibility, which in turn will enable wider transformation across the MOD and reduce the Total Cost of Ownership for these services.

As such, the contract outputs fall broadly into two main categories:

  • Operational ‘Business As Usual’ (BAU) services. To run the Business Processing Outsourcing and IT services ‘as is’ today – to agreed service standards and availability/quality targets; and
  • IT Transformation. Disaggregation of the existing complex IT System into four separate service towers to address obsolescence, a move to a cloud based approach and allow for more effective re-procurement and to drive improved, more flexible value for money outcomes. In the Commercial function in the MOD Head Office Commercial Team, you will work within a highly capable and supportive team who will work with you to understand MOD and ensure you will utilise and, where necessary, develop your skills, knowledge and experience. As one of several SDC Senior Commercial Officers for SDC (service tower leads), you will work to the SDC Commercial Lead (Grade 7), with responsibilities for building strong partnerships with the Military Personnel and Veterans Business area and the Service Delivery Contract (SDC) stakeholder team, including, critically, the contractor and supply chain.

Your role will support the current service delivery of services to the Armed Forces and Veterans community and the future transformed service.

You will lead the day-to-day engagement with the contractor as a key Head Office commercial representative, contributing to effective commercial management of the SDC, providing commercial advice within the governance framework of the contract, and more broadly when required, given the interactions required across the Department and wider Government in the context of the SDC services.

The seven-year SDC is based on the Cabinet Office standard ‘Model Services Contract’ and has adopted, as far as possible, the principles in the 2019 Outsourcing Playbook. Given its strategic importance, value and scale, the SDC is classified as ‘Gold’ by the Cabinet Office.
